Revised demands on the University of Vienna, as of November 2, 2009
I. Preamble:
We are of the opinion that students are capable of taking their studies into their own hands and of planning them autonomously. Each and everyone should have the opportunity to do just that especially when the aim is a critical, responsible society.
Beyond that not fewer students are needed but more.
All international studies and comparisons show that Austria has too few students. The number of Austrian students accessing tertiary education ranks, at just under 40 percent, among the lowest fourth of all OECD countries, the OECD average level being 15 percent points higher.
Tertiary education should be accessible to broader levels of the population. It is unacceptable that the number of students with parents having themselves attained a university degree is still 2.5 times higher than that of students whose parents have not. It is alarming that Austria's domestic politics give the notion that the universities dread to have students. It is dangerous and wrong for a critical public to be told that students are not welcome and it is dangerous and wrong to raise artificial barriers.
Furthermore, it is important to us that teaching and research be seen as interdependent, linked and equal areas.
For us it goes without saying that there can be absolutely no discrimination on the grounds of gender, sexual orientation or ethnic origins but this can only be achieved by actively working on it and actively promoting women - for example with a 50% women's quota in all areas. Education is an important instrument to abolish the marginalization of certain groups.
Another important issue is the democratization of universities, even though we are aware that the university's administration cannot decide this on its own.
Our demands derive from these fundamental theses.
II. Demands
1. Academic formation rather than simple job training
1.1 No compulsory STEPs (=compulsory introductory classes at the beginning of every Bachelor’s studies)!
a. Requirement chains lead to knock-out exams, disguised entry restrictions and unnecessary study delays.
b. We demand an individual planning of studies and an end to unnecessary delays caused by requirement chains.
c. We demand STEPs with a better student-to-teacher ratio so that new students can substantially inform and orientate themselves. We want STEPs as recommendation/ guide line and not as an obligation so that students can educate themselves individually, according to their interests.
d. These demands are naturally combined with greater expenses, therefore temporary budget deficits have to be accepted. In the past few days it became evident that new discussions concerning the university budget have arisen – we demand of the university administration that the university budget be negotiated again in their course.
1.2 Free entry to Master and PhD programs
a. The university is to divide the budget equally among all Master programs and should not let itself be forced into imposing restrictions because of financial pressure. Free admission to and equal quality of all Master programs has to ensured.
b. All existing restrictions have to be abolished. Moreover, we want the University of Vienna to abandon the emergency article 124b and to hold back restrictions on all still freely accessible degree programs. We demand that the University of Vienna not support applications according to article 124b paragraph 6.
1.3 No budgeting according to the number of degree holders
a. The distribution of funds has to be adjusted to the individual needs of each branch of study. The individual per-capita expenses have to be covered.
b. The distribution of funds must not be constituted according to the number of alumni of each degree program respectively the number of people having completed certain parts of their studies (e.g. STEPS).
Certain degree programs provide valuable education before their completion respectively the number of students having completed a STEP or their studies does not mirror the level of education received through the program. Certain branches of study are chosen more often as minor or are chosen out of additional interest and provide important supplementary education without necessarily leading to a higher number of degree holders in their branch.
1.4 Free elective subjects instead of inflexible elective subject packages consisting of a set of predefined courses (so-called ‘Erweiterungscurricula’)
a. The Erweiterungscurricula, as they are now, have to be abolished and be replaced again by free elective subjects.
b. The Erweiterungscurricula as supplementary offer in fields not organized into individual branches of studies (e.g. Cultural Studies, Gender Studies) have to be offered still.
Elective subjects are the only way to acquire free additional knowledge and to focus individually on certain points during the studies. This opportunity must not be constrained.
c. The transfer of credits received for all elective and compulsory subjects has to be possible between different departments as well as between different universities.
Firstly, this makes for more flexibility in the curriculum. Students have more choice and can adjust their university education to their needs.
Secondly, the opportunity to choose elective subjects freely will make it possible to organize curricula bottom-up.
1.5 Transfer of credits
a. The transfer of credits received for courses must be possible from one university to the next, independent of the local offer of courses.
b. The acceptance of degrees obtained at national and international schools and universities must be guaranteed.
1.6 Abolishment of the intransparent enrolling system
a. The enrolling system must not create any unscheduled hurdles. The online record of exams must not be linked up with the enrolling system. The enrollment to a course is merely a means of informing the university about the demand in courses. The enrolling system must not be a means for the disciplining and commodification of branches of study.
b. The enrolling system must yield the same chances to every student, independent of a student’s workload or whether the student had the opportunity to register within a given period of time or not.
1.7 Guaranteed completion of the chosen curriculum (e.g. Diploma). To ensure this, a suitable range of course offerings and fixed tables of equivalents are needed, as well as an extension of the current transition periods according to the average duration of study.
1.8 Continuation of the still existing Diploma studies and studies for the teaching profession.
2. Re- democratization
2.1 We request all addressed in these demands to campaign for a strengthening of democratic structures within the universities. We demand the cancelation of formal and informal monocratic decision-making structures. One-third parity decision making bodies have to be reinstalled. Furthermore, we demand the involvement of all general university personnel as well as the enhancement of student involvement at all levels.
2.2 The authority of autocratic structures such as Controlling has to be drastically restricted, their primary function should be consultation.
2.3 The upcoming evaluation of the curricula has to be put forward with a major participation of teaching personnel and students. The existing conditions make a democratic evaluation process impossible. If a democratic distribution of votes is not provided for until the evaluation the senate is requested to see to it.
2.4 There must be accountability for directors of studies of all departments before democratically legitimated committees with decision-making power. It is unacceptable that students and teachers - the people actually concerned - are currently excluded from direct decision-making processes in the field of teaching.
3. The university as living space
3.1 There must be room and protection for the self-organization of students' life in academia.
Self-organized university can be realized in these spaces. Rooms not in use should be at the student’s disposal. The university as living space has to contribute significantly to the cultural offer in Vienna. At times when rooms are not in use there must be a space for students' autonomous and self-organized programs.

Preamble We believe that students are able to take their studies in their own hands and to organize it in an autonomous way. That need to be made possible for everybody- especially when a society of critical thinking, responsible people is the aim. Besides we do not need fewer students, we need more students. Every international survey and comparison shows that there are not enough students studying in Austria. With a 40 % rate of first year students, Austria is in the lower fourth of OECD countries. The rate of first year students in other OECD countries is on average 15 % higher than in Austria.
The access to the tertiary educational sector should be made possible for a wider population stratum. It is inadmissible that there are still 2.5 times more students with parents that have an academic title than students with parents that do not have an academic title. It has been alarming that the Austrian internal policy is mediating that the Universities fear the students. For building up critical potential in society dangerous and wrong to say that students aren’t welcome in a country and when artificial barriers are created. Furthermore it is important to us, that teaching and research are combined and legitimated together as equally important fields.
As a matter of course, we disapprove of any form of discrimination against gender, race or culture- to achieve a space free of discrimination it is necessary to work actively towards it, for example through active facilitation programs for women (one way could be the 50 % quota for women). Education is an important tool to undermine marginalisation for certain groups. One fundamental issue is the democratization of Universities although we know that this is not only lying in the hands of the University’s administration.
All our following requirements are based upon these fundamental assumptions
II Requirements
1. Education rather than simple job training No compulsory STEPS Precondition chains lead to “Knock- Out” tests, hidden admission restrictions and unnecessary prolongations of the study. We require a free organization of the studies by the student her-/himself and the end of needless admission restrictions. We require STEPS with a better supervision, so that first year a students can orientate or reorientate and inform themselves in a better and more efficient way. STEPS should be an orientation aid and shouldn’t be compulsory. Students should be able to choose education according to their individual interests. Of course these requirements are associated to a higher financial expenditure- a temporarily budgetary deficit must be accepted. With the latest events a new discussion about the University budget is taking place. We call on the University administration to negotiate a new budget for University. No admission restrictions for Master and PhD Studies. The Administration of the University has to distribute the money for the Master programmes in an equitable way. The Administration shouldn’t give in to financial pressure. The quality and the free admission of all master programmes need to be guaranteed. Admission restrictions that do already exist have to be abolished. Besides we are urging the University to abandon the emergency paragraph 124b. In studies were there are no admission restrictions none should be established. We require that the University of Vienna does not support any claims to the paragraph 124b clause 6.
1.1 Budgeting must not be dependent of the number of graduations
The distribution of the funds must function in accordance to the individual need of the study. The individual per capita costs have to be covered. The distribution should not be dependent on graduations nor should nor on graduations of specific steps of the study. Studies are providing an important educational contribution in the whole process of the study and the educational contribution is not only given through graduation.
1.2. Electives should be free rather than compulsory Compulsory amplification curricula (Erweiterungscurricula?) should be abolished and free electives should be installed instead. Amplification curricula should be offered as an optional proposal especially for themes that do not have an own degree programme (like Gender Studies or Cultural Studies) Free electives are the only possibility for a student to formulate and to set an individual focus on her/his degree programme and to gain an inside in other knowledge areas. The transfer of all the optional and compulsory courses must be possible between the different departments and different Universities. First of all that makes the degree programmes more flexible. Like that students have more liberty to choose and can tailor the education available at Universities to their particular needs. Secondly, by the option of free chosen electives the possibility arises to organize degree programmes bottom- up. Transfer of courses
1.3. The validation of courses must be guaranteed between all Universities, no matter what the local offer is.
The validation of degree programmes must be guaranteed between national and international Universities. We want the intransparent registration system abolished. The registration system should not create artificial barriers. The online- examination overview shouldn’t be linked to the registration system. The registration to a course has to be seen as simple information to the University about the demand of that course. The registration system should not be an instrument to constrain the study nor to promote the economization of the University. The registration system has to create equal opportunities for all students and shouldn’t be limited to a certain time. To guarantee the accomplishment of the degree programme enough courses have to be provided and there must be fix equivalence lists. It is also necessary to widen the existing transition periods and to adapt them to the average duration of the degree programme. Maintenance of the existing diploma and teaching post programmes.
2. Redemocratization We call on all the people concerned to campaign for the strengthening of inner- universitarian democratic structures. We require the withdrawal monocratical decision taking processes. One- third parity decision taking institutions have to be reinstalled. Furthermore we request the involvement of the University personal in decision taking processes and the overall strengthening of the involvement of students in all areas of University life. Autocratic structures such as the Controlling have to be limited and its primary function should be consultation. The upcoming evaluation of the study curricula have to be brought forward with a major participation of teaching staff and students. The existing conditions make a democratic evaluation process impossible. If a democratic distribution of votes is not guaranteed until the evaluation the senate is requested to do so. There should be an accountability of a department administration in front of a democratically legitimated, policy- levelled board at each department. It is unacceptable that students and teachers, the people concerned, are excluded from decision taking processes.
3 University as a living space
There has to be room for the self- organization of students at University. In these free spaces the self-organized University can be realized. Rooms that are not used should be at the student’s disposal. University as living space has to contribute significantly to the cultural offer in Vienna. At times where rooms are not used there must be the possibility for students to organize and to design their own programme. Self- administered rooms of student representations at different departments must be protected and new ones must be created. Every student representations have the right to have their own space and infrastructure for reunions and administration. Besides that we require recreation rooms for the self-organization of students.
The Audimax and other rooms that are now being used by students have to be made available for students on the long term.
This rooms will serve to establish communication, networking and critical debate on the long term. We consider a critical societal discourse as an important part of University education. Cooperation rather than competition will be enhanced by that.
4. To guarantee a barrier- free study programme The law for equal opportunities for people with special needs has to be implemented in every Austrian University. -->The formulation of this requirement are in process by the task group “barrier-free studies”
5. Employment of the teaching staff The improvement of the employment situation for the teaching staff is of great importance to the students. The quality and continuity of teaching and research is dependant on a good and secured employment situation of the teaching staff. External lecturers are equally important teachers and researchers and have to be recognized as such by the University of Vienna.
Senior Lecturers Senior Lecturers should be considered as complementary to the lecturers and thus contribute to a better supervision for students of different departments. Senior lecturers, according to the course and subject, should not teach more than 8 hours per week for full-time employment so that there is enough time for doing research. Senior lecturers need a adequate employment at University. An adequate infrastructure should be put into place for all the teaching staff, according to the Austrian labour law. We require that employment agreements for lecturers are extended and are not limited to six months anymore. Alternatively labour agreements could be adjourned indefinitely like it is envisaged in the collective contract. We require an increase of salary consistent to the real amount of work!
The randomly, uncoupled definition of labour time is not in accordance to the real amount of work it needs to hold a course. Especially when it comes to the preparation of a course with new contents and an increased number of students the real amount of work is way higher. A lectureship of 2 hours per semester should correspond to a part time employment of 10 hours/for 6 months duration.
If habilitated University Professors are holding clases within the framework of their Venia (??), the course must be remunerated adequately, according to the collective contract.
The employment of student assistants have to take place transparently and an adequate remuneration has to be guaranteed

Open letter To a critical public As well as to the supporters of the protest movement
We are writing this letter as a reaction to the running media coverage of our protest movement. We are very pleased to see that you are dealing with us in a most critical way or that you are supporting our demands. Indeed it is about time to choose the correct linguistic form of representation for this movement. We are calling on you to refer to us in our given terminology! Reality is also a result of linguistic and symbolic construction. That is: reality is created by what we say and what we do. To write: STUDENTENaufstände (a term that does in the sense of the word refer only to male students) is antiquated. Today, as a result of history and thanks to its actors, the correct terms are STUDIERENDENproteste, StudentInnenproteste, Student*innenproteste, Student_innenproteste or Studentinnen- und Studentenproteste (terms that refer to male, female and transgender students). In terms of having the correct representation of reality, we call on you to recognize linguistically the female participation at the protest movement. ÖH (Austrian Student’s Union) negotiations with Minister of Scientific Affairs Hahn
Vienna (OTS) – Today’s meeting between the ÖH federal representation and minister of Scientific Affairs, Hahn, did not bring about any convergence of positions. Even less did it bring about clear answers.
As minister Hahn will soon back out to Brussels, Sigrid Maurer from the ÖH chair team calls on Chancellor Werner Faymann and Minister of Finance Josef Pröll to act: “Hahn has expired – education must become a governmental affair”
„In his mind, Hahn has already taken his leave to Brussels. Concerning matters, we have not approached a bit. Except for imprecise subterfuges, the minister does not have much going for.”, says Thomas Wallerberg from the ÖH federal representation chair team. The concerns of the students have to be listened to. “If Hahn can no longer handle this task, it lies in the responsibility of Chancellor and Minister of Finance to act”, Wallerberger says.
„The ÖH federal representation demands actions from the government, not only words. Faymann still leaves the question unanswered when university budgets finally will be raised”, says ÖH Secretaty General Eva Maltschnig. In today’s press release, Faymann stated that young people today must be provided with conditions of study as they are needed for the 21st century.

Mass Demonstration
The WU demonstration will start moving towards the main university building at 4:00pm.
Around 4:45pm: demo-meeting point of students of educational sciences in front of the institute building door Garnisongasse3. At 5:00pm, the demo starts out from the University of Vienna’s main building. It leads across Minoritenplatz and closes again in front of the main university. All demands can be looked up under http://unsereuni.at.
Attempt to set World Record
At 8:15pm, there will be an attempt to beat the world record the Bundesheer (Austrian Armed Forces) recently set in Mambo dancing. Here, the motto is: “Mambo of free education”. The event will take place at the University ramp.
